If you read the wiki page on victim mentality (wiki), it has good information. It starts by saying "Victim mentality is an acquired personality trait (wiki) in which a person tends to recognize themselves as a victim of the negative actions of others, and to behave as if this were the case in the face of contrary evidence of such circumstances." Learned helplessness is one example of victim mentality that is brought on by negative actions of others.
The Victim Mentality (drshirin.com) by Dr. Kim Shirin describes, among other details, different types of victims.

Once victim mentality is identified, it is up to that person to educate how to change those thoughts, and then to work towards a solution. This may seem overwhelming at first, but if you listen to your heart, you will realize that it's not a life focused on love, it's not your true self. However, if you trust your heart, you can learn how to change. That can lead to positive thinking, and the result will be beneficial to all.
